To help fund the scheme, most taxpayers pay a Medicare levy of 2% of their taxable income.  If your taxable income is equal to or less than your lower threshold amount ($22,398 in FY 2019), you do not have to pay the Medicare levy. You can claim a full exemption for any period for which you have a certificate from the Medicare Levy Exemption Certification Unit of Medicare Australia showing you were not entitled to Medicare benefits because you were a temporary resident for Medicare purposes.
